Move the INOTES_WA_LOGOUTREDIRECT setting from notes.ini to elsewhere

There is a 255 character limit to a single notes.ini parameter. It is not possible to configure a lengthy OIDC log out redirect URI using the INOTES_WA_LOGOUTREDIRECT setting in the notes.ini. In some environments it may be necessary to exceed 255 characters. This idea is to move the setting to a different location other than the notes.ini to work around the limit.
