Create a desktop policy option to set the default homepage to the Workspace Merged

There is no native way to standardize the homepage to use the Workspace for all Notes clients by default. This is very important because:

  1. The Workspace copies what is done on every smartphone. (OK, the workspace was copied by smartphones, but HCL hasn't bragged about inventing this)

  2. The Workspace is the only place the helpdesk can work from that makes a consistent, universal starting point in troubleshooting end user problems. Working from the bookmarks is impractical because of the variability in how each user has their bookmarks.

  3. The Workspace it the best starting point when trying to manage which replica to use.

Currently there is no easy way to set the Workspace as the homepage by default for all Notes clients. This should be a basic setting in the desktop policies and not require the MarvelClient.
