DominoIQ: Customize the message passed in the user prompt when using RAG.

In DominoIQ, a fixed message is automatically inserted into the user prompt when using RAG.

The message looks like this:

"Use the following context to answer the user query: <CONTEXT>Information cited from RAG</CONTEXT> <User's question> If the context does not help answer the question, respond with 'I don't know.' Do not make up an answer."

This causes issues with languages ​​other than English; mixed languages ​​can disrupt the system prompt's instructions.
In particular, "I don't know" is not an ideal phrase in other languages.

Therefore, this user prompt needs to be customizable rather than fixed.
