Support UTF-8 Encoding for Alternate names in Notes/Domino

Currently, Notes/Domino only supports Japanese characters within the standard Shift_JIS character set when configuring alternate names. Specifically, the supported ranges are limited to:

Single-Byte Characters: 0x20 - 0x7E, 0xA1 - 0xDF
Double-Byte Characters: 0x8140 - 0xEAA4 (Shift_JIS defined characters only)

However, modern business requirements often involve legal names that contain characters outside the standard Shift_JIS table, such as environment-dependent characters (platform-specific characters) or rare Kanji. Attempting to use these characters for alternate names causes user registration failures, or leads to operational issues even if registration appears to succeed.

Therefore, I request that Notes/Domino be updated to support UTF-8 encoding for alternate names, ensuring that all Japanese characters can be registered accurately and match the user's official legal name.
