Hello. Thanks for the suggestion. I'm marking this as 'Already Exists' because the functionality is already available in the current UI.
A couple of notes:
There is no need to download the attachment before replying.
We've introduced a floating action button (FAB) sometime ago that provides quick access to Reply/Reply All.
If you want to Reply with Attachments, that option is available from the kebab (three-dot) menu, along with the other available actions.
The interaction has been simplified compared to the flow you described, although we'll continue looking for opportunities to make these actions even more discoverable.

Just curious, what is your use case for reply with attachment on mobile device ? I personally avoid using this unless absolutely needed, even when using Notes Client.
