Problem. Mail from an unknown external sender lands in the inbox exactly like mail from a long-time contact. Phishing and look-alike senders profit from this, and users only learn about junk after it arrives. The Junk Mail list blocks known senders but cannot hold back new ones.
Proposal. An optional, per-user or policy-driven "New senders" view. Mail from an external address never seen before goes there with a clear banner. One click allows the sender (future mail goes to the inbox) or blocks it (future mail goes to Junk). Allowed and blocked lists live in the mail file, can be exported and imported, and can be pre-filled by the admin with partner domains.
Benefit. Fewer successful phishing attempts and a calmer inbox, built on the existing Junk Mail mechanism.
Related. DOMINO-I-994 / NTS-I-950 (warn on new senders), NTS-I-2789 (block list management).
How this differs. DOMINO-I-994 (via NTS-I-950) asks to warn users about a first-time or look-alike sender and to keep a manual allow list; it is waiting at "Needs Clarification". This idea supplies that clarification with a concrete mechanism: a holding view, one-click allow or block, and lists that feed the existing Junk Mail function. It adds what the earlier idea lacks: policy control, admin pre-filled partner domains, and the import/export of lists requested in NTS-I-2789.
