Disable or hide the Create → Subscription menu option when subscriptions are not supported for the headline database

When users access the Headline database and select Create → Subscription , the option is available in the menu; however, the operation is not supported .

Currently, the only guidance provided is:

"To create a new subscription to a database, open that database and select Create → Subscription from the menu."

Since subscriptions are not supported in this context, users may reasonably assume that the feature is available and attempt to use it, leading to an unexpected error "Subscription are disable for this option."
