New Folder created with mail rule folder design.

If the user is on rule view and tries creating the new folder using the right click on the folder, the new folder is created with the mail rule folder design. As per the SPR#DBRK7UWFAS this is working as designed. This needs to be fixed to allow the user to be on any view, and the new folder should be created using the inbox design view.
