Expose the Admin Console through the C-api

Currently there is no way to read from the Admin console using the C-api (or any language for that matter) except for reading the Log.nsf database. The problem is that those log lines must already be commited to disk which prevents us from creating a Live console similar to the Admin client. The delay is too large to be used reliably.
