DRAPI before and after action plugin

Add option for processing before or after a post or other actions. Like mapping an agent to run before POST or after POST a document.
This would enable to have server side processing and reuse existing logic for new apps using DRAPI. Like defining formula, that is already implemented in drapi.

    An agent has no provision to reliably signal success or failure so calling one before or after is Russian roulette.
