Allow to set the maximum value when enabled Retain_Mirror_Logs=1

We are currently using the following parameters in one domino server notes.ini file:

CONSOLE_LOG_ENABLED=1
CONSOLE_LOG_MIRROR=1
CONSOLE_LOG_MAX_KBYTES=204800
RETAIN_MIRROR_LOGS=1

The maximum appended number is 999. It will create console_ServerName_1.log,console_ServerName_2.log....until console_ServerName_999.log,

There is too much for a product server, we need one parameter that can control the maximum value, thank you!
