This feature is an early 12.0 feature which isn't really recommended for later versions.
Copying a PEM with a private key to a server might not be the best way.
The command does only support unencrypted files.
Since Domino 12.0.1 CertStore supports import and export functionality, which supports password protected private keys.
If you have a specific need for an import flow, you should look at certstore.nsf flows.
