In addition to what Thomas said, please also note that OpenSSL 3.6 is not a long-term support (LTS) release and will be going out of support on November 1 2026.
Non-LTS releases of OpenSSL are only supported for ~13 months so are not appropriate for use in a product with a supported lifetime as long as Notes/Domino. In contrast, OpenSSL 3.5 which is used by N/D 14.5.1 is an LTS release and will be supported by OpenSSL through April of 2030.

Notes/Domino does not use OpenSSL's CMS functionality so is not vulnerable to the listed CVEs.
