Adding option to allow PublicAccess on files in the webcontent folder

When developing databases with external libaries the easiest place to add them in inside the webcontent folder but when you need public access to anonymous users you can't add public access to files in this folder.

    This is sorely needed. Currently you have to change the public status using code that alters the attributes. This should be exposed through the UI. Especially as more and more developers learn they can use the Designer Javascript editor vs the older Domino designer javascript client to bypass many of that editors limitations.
