Adding 100 plus user in "Public encryption Keys" shows error "Adding entry will cause text list to exceed 64K. Entry not added".

When accessing the document properties, navigate to the Security tab and select Public Encryption Keys. Click the Person icon and select more than 100 users to add to the list. Upon attempting to add the selected users, the following error message is displayed: "Adding entry will cause text list to exceed 64K. Entry not added." As a result, users are unable to add more entries to the Public Encryption Keys list due to the 64 KB text list limitation.
