Expand JS header in designer

Add possibility to edit the JS Header in a form, page, subform like you do with a script library so you get functions as a clickable list. To make editing easier.
Also add javascript to the Category in this form

    The JavaScript editor in JS Header needs significant improvement; it would be very useful if it had the same features as the JavaScript Script Library.
